Giovanna Peruzzi — Regional Director

Giovanna Peruzzi was hired by the National Correctional Employees Union to provide representation for the states of Maine and New Hampshire in 2023. She comes to the NCEU from the Vermont State Employees Association, where she worked as a Labor Organizer. Giovanna began her career in 2015 at Northern State Correctional Facility in Newport, VT where she worked managing a program aimed at recidivism reduction in both a correctional facility and several probation and parole offices. Following this, she was hired in 2018 as a correctional services specialist with Vermont’s Out of State Unit to deliver casework services to Vermont inmates housed in private and state correctional facilities across the country. During her time employed with VTDOC, she served as a hostage negotiator and non-lethal use of force trainer. In her personal time, Giovanna enjoys hiking, cooking, gardening, and spending time with her dogs and husband, Frank. 

Jeremy Carlton — Labor Representative

Jeremy Carlton brings more than two decades of experience in corrections and over 21 years of union leadership to his role as a Labor Representative with NCEU. A lifelong resident of Fall River, Massachusetts, Jeremy began his career with the Bristol County Sheriff’s Office in 2003 and retired as a Captain in January 2026. Throughout his career, he served as a dedicated union leader, handling grievances, negotiating collective bargaining agreements, and advocating for the rights and well-being of his coworkers. After nearly five years as an NCEU member, Jeremy joined NCEU as a Labor Representative in February 2026, where he draws on his firsthand experience to help members navigate workplace challenges, protect their rights, and ensure their voices are heard. Outside of work, Jeremy enjoys spending time with his wife, Lisa, and their four children, attending sporting events and concerts, working out, collecting sports cards and trading card games with his son, and cooking.

Clarese Walker is a Labor Representative for the National Correctional Employees Union (NCEU), where she is dedicated to protecting workers’ rights and advocating for safe working conditions and fair treatment.

Clarese brings more than ten years of experience as a labor professional, having served as a union delegate, administrative organizer, and union officer within an 8,000-member union in the Philadelphia area. She has also served as a trustee on multiple union funds, gaining valuable experience in labor representation, union administration, and employee advocacy.

Clarese holds a bachelor’s degree in Health Administration Management and is passionate about advancing the rights and interests of working people. In her role with the NCEU, she is committed to resolving workplace disputes, strengthening labor-management relationships, advocating for employees, and supporting the continued growth of NCEU membership.
